Join Forefront in Washington, D.C. for the 2023 Foundations on the Hill (FOTH), an annual advocacy opportunity for grantmakers and philanthropy serving organizations (PSOs) to meet with their federal lawmakers.

From February 27 to March 1, 2023, foundation leadership and staff members from around the country will convene to talk with our legislators and policymakers in our nation’s capitol about the unique and vital role that charitable giving plays in America.

Forefront has scholarships available to community foundations wishing to attend the 2023 Foundations on the Hill. To find out more about eligibility and availability, email

At FOTH, attendees advocate on behalf of the philanthropic sector and educate lawmakers about the importance of philanthropy in America, and the impact it has on their districts and constituencies. This accomplished by:

  • Informing and educating Congress about philanthropy
  • Creating visibility for foundations and philanthropy on Capitol Hill
  • Advocating on issues important to foundations
  • Encouraging Congress to view foundations as resources on key public policy issues
  • Building your organization’s relationship with lawmakers and their staffs

Foundations on the Hill 2023 is open to all foundations in Illinois. Foundations leaders, sector advocates and staff from every legislative district across Illinois are welcome to participate.

Prior to FOTH, Forefront, who serves as your Forum Policy and Advocacy Liaison (PAL) and FOTH Advocacy Team Lead, will be in charge of setting up the meetings, sharing policy priorities and topics of interest to discuss, communicating with you about scheduling updates, and coordinating a pre-FOTH call for all FOTH Team members where you will be provided with everything you need to know. In addition, there will be pre- FOTH webinars dedicated to preparing you for everything you should expect during your online meetings with Hill offices. On day 1, you will attend briefings to help you prepare as well, and then there will be two days of Hill visits that Forefront will plan. The Forefront team will be there to support your participation across the whole week. You can learn more about what FOTH was like last year here.

When polled by the Congressional Management Foundation, congressional staffers consistently indicated that direct constituent interactions have the highest influence on lawmakers’ decisions – more than any other advocacy strategies. By hearing from their constituents in philanthropy, your members of Congress better understand the impact of the work you do in their state and the policies necessary to ensure you can effectively carry out your missions. Building relationships with members of Congress and their staff is critical to influencing policymakers and gaining their support for the philanthropic sector. By participating in FOTH, you have significant potential to further develop key relationships on Capitol Hill and advocate for the issues that matter most to the philanthropic sector in Illinois, and the United States.

Regardless of your experience doing policy work or participating in legislative visits, Forefront invites and encourages you to join our FOTH Team!

Foundations on the Hill is held in conjunction with the United Philanthropy Forum, Council on Foundations, and Independent Sector.
