Forefront Radio: Insights into the Illinois Budget Impasse

Alison Leipsiger and Daniel BissIn this episode of Forefront Radio, Alison Leipsiger, Forefront’s Director of Public Policy and Advocacy talks with Illinois state Senator Daniel Biss of the 9th senate district. Senator Biss sits on the Appropriations, Education, Financial Institutions, and Revenue committees and serves as Chair of the Human Services committee. Senator Biss offers us his unique insight into the state’s budget impasse and the chaos it is creating for the nonprofit and philanthropic sectors.  

At the time of this recording, the state Senate had just passed a piece of legislation that would have provided a mere $400 million to human service providers, but the bill has since stalled. Following that action, both the House and Senate passed a bill to send approximately $700 million to providers, which represents about 46% of what they are currently owed. That bill is on the governor’s desk awaiting his signature and in this last week of legislative session, the chambers are scrambling to pass budget bills before they are set to adjourn on May 31.
